eMapa — geoportal for checking a parcel

A free interactive map of Montenegro: search a parcel by number and cadastral municipality, see cadastral parcel and building boundaries, orthophoto, administrative boundaries and the Spatial Plan of Montenegro (PPCG 2040) layers: land use, protected areas and spatial restrictions. For information only; it does not replace the property sheet, the extract from the planning document or the UTU.

Stanovina.me — official portal of licensed realtors

Stanovina.me is the official portal of licensed real estate agents in Montenegro: sale, purchase and rental of apartments, houses and land. Listings are published only by agents entered in the Register of Brokers. The portal advertises the offers on the internet and on social networks, so it is an extra sales and rental channel for agents and property owners.

Before agreeing anything, obtain the property certificate (list nepokretnosti) for the parcel or building. Check who is registered as owner and in what share, and whether there are mortgages, annotations, disputes or easements. For a building, check that it is registered in the cadastre and has a use permit.

Responsible: Buyer / Lawyer
Deadline: 1–3 days
Documents:
  • Property certificate
  • Plan copy
  • Use permit (for a building)
Note: The seller must be registered as owner in the cadastre. An illegally built building that is not registered in the cadastre or for which no legalisation decision has been issued cannot be sold, and no business may be carried out in it (Article 33 of the Law on Legalisation of Illegal Buildings, OG MNE 91/25 and 18/26). Before signing, also ask the seller for proof that there is no property tax debt. See the checklist in the procedure “Checking Property Before Purchase”.
