Licensing of Real Estate Brokers
How to become a licensed real estate broker (agency) in Montenegro under the new Law on Mediation (2025) — professional exam, conditions and registration in the Register of Brokers.
Zakon predviđa javni elektronski Registar posrednika u kojem svako može provjeriti da li agencija ima licencu. Registar uspostavlja Ministarstvo ekonomskog razvoja — javni link biće dostupan nakon puštanja u rad.
Passing the professional exam (agent)
Submit an application to the Chamber of Economy of Montenegro and take the professional exam. The exam is run by a commission (2 members from the Ministry, 3 from the Chamber) — a written part (up to 1h, min. 75% accuracy) and an oral part (up to 30 min) across 4 areas: law and cadastre, management and marketing, finance and taxes (AML), spatial planning and construction.

Meeting the broker conditions
A broker (company or sole proprietor) must: be registered in the CRPS; employ at least one full-time person with a passed professional exam; provide office space per the rulebook (45×25 cm plate with coat of arms, phone, internet, computer, printer, biometric ID card reader); conclude a professional liability insurance contract; the owner, founder and agents must not be convicted of certain criminal offenses.
Submitting the registration application
Submit the application for registration in the Register of Brokers with evidence that all conditions are met.
Registration and start of work
The competent authority registers the broker in the public electronic Register of Brokers, after which the broker may legally operate.
