Official description of the procedure

eUprava — decision on the category of catering facilities (Ministry of Tourism)

Description of the service for facilities whose category is set by the Ministry (fee, deadline, appeal). The request is filed at the counter or by post, so there is no online submission. For rooms, apartments and houses, registration and categorisation go to the municipality. The public register of registered entities is at ctr.gov.me.

Hospitality services in a household (rooms, tourist apartments, flats and houses for rent to tourists) may be provided by the owner or co-owner of the accommodation. Natural persons may rent up to ten rooms or 20 beds (Article 100 of the Law on Tourism and Hospitality). The property must meet the minimum technical and categorisation requirements (Articles 79 and 84) and be lawful.

Responsible: Property owner
Deadline: 1–7 days
Documents:
  • Property certificate
  • Use permit / proof of legality of the building
  • ID card
Note: An illegal building that is not registered in the cadastre or legalised cannot be sold, and no business or other activity may be carried out in it (Article 33 of the Law on Legalisation of Illegal Buildings, OG MNE 91/25 and 18/26), so it cannot be notified for accommodation either. The Law on Tourism and Hospitality was published in OG MNE 2/18, 13/18, 25/19 and 76/20; we found no later amendments in the Official Gazette. The Law on Tourist Tax was last amended in 2015 (OG MNE 48/15).
